Manitoba: GST + RST — 5% GST filed with the CRA, plus 7% Retail Sales Tax filed with Manitoba Finance. Small sellers with less than $10,000 of taxable sales a year may not need to register for RST.

Saskatchewan: GST + PST — 5% GST filed with the CRA, plus 6% PST filed with the Saskatchewan Ministry of Finance. Most businesses that sell taxable goods or services in Saskatchewan must hold a PST licence, whatever their size.

Corporate income tax — Manitoba small business rate of 0% on the first $500,000 of active business income of a Canadian-controlled private corporation (about 9% combined with federal tax); general rate 12%. Saskatchewan small business rate of 1% on the first $600,000 (about 10% combined); general rate 12%. Provincial tax is calculated on the federal T2, filed with the CRA.

Payroll — CPP, EI, federal and provincial income tax are withheld and remitted to the CRA; T4 slips are due by the last day of February. Example: a retail store in Winnipeg

An incorporated retail store in Winnipeg sells $250,000 of goods a year to Manitoba customers.

  • It charges 5% GST ($12,500), reported to the CRA, and 7% RST ($17,500), reported to Manitoba Finance — two separate returns.
  • The same store in Saskatoon would charge 6% PST ($15,000) and report it to the Saskatchewan Ministry of Finance.
